Unemployment insurance has become the country’s biggest employer benefit.
The unemployment benefit is worth $10.5 billion a year to employers, and is administered by the Commonwealth and paid out in a lump sum.
But it’s still a big lump sum: just 0.7% of the economy in 2013-14 was covered by it.
It’s a big change from the previous system, where the government paid out $2 billion a month in unemployment benefit to the unemployed.
It was designed to make it easier for employers to get the benefits they need.
But when the budget was announced, it revealed that the Commonwealth had not funded unemployment insurance since 2009.
How did this happen?
Under the Labor government, the Commonwealth set up a new agency to administer unemployment benefits.
Called the Work and Income Council, it is funded through a tax on the employer and receives its funding from the states.
It also runs an online welfare application service.
The Work and Industry Minister Peter Dunne announced the changes last November.
He said the government had decided that unemployment benefit payments would be made in the same way as the other payments made to employers.
But the new agency had an issue: it was not funded by the states or employers.
The state governments had previously given it $2.7 billion, but this funding was no longer there, so the money needed to fund unemployment benefits was nowhere to be found.
What does this mean for the unemployed?
The state government has until the end of April to decide whether it will continue to pay unemployment benefits, and the Department of Social Services is expected to release a final report by that time.
So far, the unemployment benefit payment to the poorest 50% of Australians has fallen to just $100 a fortnight, while the richest 50% has received an average of $3,400.
What will happen to people who don’t have unemployment insurance?
People who are in work but are not receiving unemployment benefit can still be sent to the Centrelink office for assistance with their payments.
They will be told the benefits are still payable, and that they should call Centrelinking on 1800 1800 051 to speak to a worker.
But they will have to pay $50 more to be taken into the Centres benefit payment queue.
Those who are receiving unemployment benefits and have been waiting to receive them can still contact Centrelinks directly to request they be moved into a different queue.
They can do this by visiting the Centre of Care website, going to their local Centrelinker, filling in their information, and clicking the “move to new payment” button.
But anyone who is not receiving benefits can still make a claim to the Federal Jobcentre Plus, which is funded by private donations.
How do I find out about the unemployment insurance changes?
There are two ways to find out.
One is by calling 1800 1800 010.
The other is by going to the JobCentre Plus website.
The CentrelINK website is accessible by the public and by the elderly and people with disabilities.
It is a simple web page that gives you details about the different benefits and how much you will get each week.
The information is sorted by your state and the most recent unemployment benefit you have been offered will be shown.
What if I don’t qualify for unemployment benefits?
The Federal Government says the new system will make it more difficult for people to find work, but it also says the changes will make sure people who are eligible for unemployment are being properly paid.
It says that the system will ensure that the unemployed are getting a better deal.
For example, those who were eligible for the previous unemployment benefit will be able to claim up to $1,500 a fortnight.
Those people who were previously eligible for a lump-sum payment will be eligible for up to the same amount.
This means they can claim up a maximum of $1.4 million a year if they are in full-time work.
For people who had been receiving unemployment payments for less than a year, there will be an increase in the amount they can earn each fortnight.
For those who had not been receiving benefits for less-than-a-year, the amount will be reduced.
The new system is expected the change will take effect from July 1.
What happens to other benefits?
If you have not received unemployment benefit, you will still receive a range of other benefits.
These include income support, jobseeker’s allowance, child support and childcare support.
The amount of income support you receive will depend on the amount you earn.
For instance, if you earn $25,000 a year you will be entitled to $20,000 in income support.
If you earn between $18,000 and $36,000, you are entitled to up to a maximum $15,000.
There are also benefits for people with medical conditions, such as cancer, who need more support to get through their illness.
